Port-au-Prince, November 25, 2025.- The Haitian Association of Police and Security Managers (AHGEPOS) was officially launched this Sunday, November 23. Chaired by Inspector General Francène Moreau, this new, apolitical and professional structure presents itself as a citizens' initiative in the face of insecurity and instability in the country. It aims to support the national security policy through an approach based on integrity, commitment and collaboration.
In an interview granted to Radio Magik 9 on Tuesday, November 25, the IG Francène Moreau described the AHGEPOS as a space carried by professionals in the security sector, aimed at proposing concrete solutions to the challenges of violence and chaos that affect Haiti.
The association is based on five fundamental values: integrity, commitment, respect, loyalty and unity. The Inspector General emphasized the strictly apolitical nature of the structure and the respect of the Constitution as well as Haitian institutions. The main mission of the AHGEPOS is to accompany the national security policy and to contribute to the creation of a more stable environment.
The concrete objectives of the association include:
• Conducting thoughts and actions on security and defence;
• Raising public awareness of security issues;
• Strengthen the professionalism of security institutions;
• Develop national and international collaborations;
• Participate in the improvement of the security architecture.
Inclusive and open, AHGEPOS encourages citizen participation. « We open very large our doors to dialogue with everyone on the future of the country. In unity, we can save Haiti »said its officials.
The founding members include Frantz Elbé, former Director General of the PNH, and Vladimir Paraison, Director General in office. The Executive Office consists of Francène Moreau (Chairman), Frantz Lerebours (Secretary-General), Jackson Hilaire (Deputy Secretary) and Marjorie Saint Jean (Treasurer).
