Strategic partnership: UEH and Elms College join forces to modernize the training of Haitian teachers

United States, February 19, 2026.- The State University of Haiti (UEH) and Elms College signed, on Tuesday, February 17, a Memorandum of Understanding to launch a structured continuing education program for Haitian teachers. initialled by the Rector Dieuseul Predelus and President Harry Dumay, this agreement aims to strengthen teaching skills and support the modernization of the Haitian education system.

The ceremony was held at « Thank you Marlène and Jacques Louis Dumay Living-Learning Community and Cultural Center » in the United States, with academic leaders and institutional partners. The programme provides for the introduction of proven teaching methods and the establishment of a multiplier model to enable better-equipped trainers to pass on their achievements nationally.

Particular attention will be paid to the Higher Normal School (ENS) of the UEH, the historical pillar of teacher training in Haiti. Thanks to Elms College's expertise, notably through its education division and its Centre for Equity in Urban Education, the initiative aims to adapt contemporary pedagogical approaches to Haitian realities.

For the Pre-deputy Rector, this partnership marks a major step in the HEU's internationalisation strategy. It stresses that investment in teacher training is a key lever for sustainable improvement of the quality of education and for national development. Both institutions are already considering extending their cooperation to other academic fields.
