Ouragan Melissa and humanitarian crisis: EU unlocks 21.5 M€ for Haiti and Venezuela

Brussels, 3 November 2025.- The European Union released €21.5 million this Monday, November 3, to respond to the worsening humanitarian crises in Haiti and Venezuela, as well as the damage caused by Hurricane Melissa in the Caribbean. This envelope is intended to provide food, medical, logistical and protection assistance to the most vulnerable populations.

Of this amount, EUR 14.5 million will be allocated to the Venezuelan crisis, including its effects on neighbouring countries, particularly Colombia. EUR 5 million will support the response to Melissa's damage in Jamaica, Cuba and Haiti. Finally, $2 million will be used to help internally displaced Haitians, victims of insecurity linked to armed gangs.

Spain is also strengthening this mechanism by deploying a medical team and a field hospital, thus complementing the contributions already made by France, Belgium, Luxembourg and Germany under the EU Civil Protection Mechanism.

According to European Commissioner Hadja Lahbib, this mobilisation reflects the EU's willingness to step up its support for food insecurity, forced displacement and natural disasters in the region.
