OPC alerts about the shortcomings of the Haitian judicial system and proposes concrete reforms

 

Port-au-Prince, March 13, 2026.- The Office for the Protection of the Citizen (OPC) draws the attention of the Haitian authorities to the flaws of the judicial system. In a statement issued this Friday, 13 March, the institution stresses the urgency of improving courts and judicial police and proposes concrete recommendations to ensure equitable access to justice for all, as it approaches its re-accreditation by the Global Alliance of National Human Rights Institutions (GANHRI) Accreditation Subcommittee.

The OPC study shows that access to justice remains limited for a large part of the population. The courts face delays in the handling of cases, a lack of logistical and human resources, and shortcomings in the training of judicial personnel. The judicial police also struggle to conduct effective investigations that respect fundamental rights. This work has made it possible to formulate recommendations aimed at gradually strengthening the effectiveness of the system and contributing to a comprehensive reform of the judicial system.

This approach has produced a document that is informative, educational and practical, serving as a solid basis for guiding future actions and building citizens' confidence in justice.
