MSS to the exit? United States and Panama rely on gang suppression force

Washington, 28 August 2025.- On Thursday, the United States and Panama presented a draft resolution to the United Nations Security Council for the establishment of a gang suppression force and a United Nations support office to logistically support operations in Haiti. This initiative could mark the end of Kenya's Multinational Security Support Mission (MSS), whose limitations to gang expansion are increasingly visible.

In New York, U.S. Ambassador Dorothy Shea has sounded alarm at the worsening of violence in Haiti and the territorial extension of gangs, which threaten the achievements of the Haitian National Police (HNP) and MSS. In response to this situation, Washington and Panama submitted a draft resolution to establish an international gang suppression force, with logistical support from a new United Nations office.

This scheme aims to go beyond the current action of the MSS: to hold the ground, to secure strategic infrastructure and to strengthen the HNP. The US also stresses the need for a comprehensive approach integrating the fight against gang financing, arms trafficking and other illicit flows fuelling instability.

Washington recalled the measures already taken against armed groups, including the designation of Viv Ansanm and Gran Grif as terrorist organizations, as well as the announcement of a $5 million reward for the capture of gang leader Jimmy Cherizier, alias « Barbecue ».

The US diplomat welcomed the commitment of Kenya and the countries of the Caribbean and Central America participating in the MSS, but stressed that the international community must now expand and share the security burden. « We call on all Council members to join us in supporting the Haitian people in their quest for security and stability. »said Ms. Shea.
