Pétion-ville, September 10, 2025.- The Minister of Social Affairs and Labour, Georges Wilbert Franck, launched the modernisation project of the Caisse d'Assistance Sociale (CAS), on Tuesday 9 September, at the Hotel Montana. This project is financed by the State Treasury for 270 million gourdes over a four-year period.
The official ceremony, held at Hotel Montana, marks a key step in the revival of the CAS, long weakened by corruption and lack of resources. The Minister stressed the need to restore this technical direction of MAST's primary mission: to effectively support citizens in vulnerable situations.
The project focuses on several areas: national awareness campaign, technical and organisational capacity building, development of a new normative framework, establishment of a beneficiary management system and training of staff. The new Director of CAS, Jhony Raphaël, reaffirmed the institution's commitment to strictly implement government policy on social assistance.
A first training session for employees was organized following the launch to strengthen in-house technical skills and initiate the effective implementation of the project.
Deployed throughout the country, the modernisation of the CAS aims to make this institution a more transparent, more structured and genuinely oriented tool for social justice for the most vulnerable.
