Mobilization of local elected officials and securing the territory: the Haitian government's strategy for credible elections in 2026

Delmas, December 18, 2025.- At the first forum of the National Federation of CASECs, held at the Municipal Palace of Delmas, this Thursday 18 December, Prime Minister Alix Didier Fils-Aimé called on all local elected representatives to mobilize to restore security throughout Haiti. The call was also launched for the preparation of free and credible elections in 2026, clearing 23 months of salary arrears and strengthening the dialogue between the central state and local authorities to consolidate local governance.

Prime Minister Alix Didier Fils-Aimé also President of the Supreme Council of the National Police (CSPN), announced the establishment of Security Councils in all communal sections. These structures will enable the sharing of security information between local elected officials and central authorities to better anticipate and respond to threats.

On this occasion, the Head of Government recalled the strategic role of local elected representatives: the Agents of Communal Section (ASEC) and the Councils of Administration of Communal Section (CASEC), responsible for coordinating local development, managing the needs of the population and raising concerns at the municipal and departmental level. The resolution of 23 months of salary arrears is a key step in strengthening their commitment and national stability.

The Government is also planning citizen projects to mobilize the population. On the occasion of the World Cup 2026, each communal section will be equipped with a television and solar panels, allowing the inhabitants to follow the exploits of the Grenadiers, symbols of pride and hope for the Haitian nation. This initiative illustrates the Government ' s commitment to combining security, local development and electoral preparation.

Between the securing of the territory, the settlement of salary arrears, the strengthening of links between the central state and local elected representatives, and the citizen mobilization around the Grenadiers, the Government drew up an ambitious road map towards free, inclusive and credible elections in 2026. However, the success of these measures remains fragile in the face of persistent challenges and depends on the real support of all stakeholders.
