MICT: three days to reinvent local governance

Port-au-Prince, 1 December 2025.- Meeting from 27 to 29 October 2025 between Port-au-Prince and Fort-Liberté, the executives of the Directorate of Territorial Communities (DCT) of the Ministry of Interior and Territorial Communities (MICT) spent three days reviewing their practices, harmonizing their methods and preparing a more coherent action on the ground. This annual institutional retreat provided a strategic break-up to revisit priorities, re-align internal mechanisms and strengthen cohesion between sub-directorates, before the next stage scheduled for December 2025 in Jacmel.

At the Karibe Hotel, where the West Branch session was held, managers and technicians reviewed files and reports. The United Nations Development Programme (UNDP) Training and Service Institute (IFOS) and the Support for Local Governance and Territorial Development (AGLDT) project accompanied the discussions. Mallew Étienne, Director of the CSD, noted: « This retreat allows us to work together to validate the Directorate's work plan for the current fiscal year. »

Each branch shared its successes and challenges. Discussions focused on Territorial Financial Controllers (TFCs), the Civil Engineers and Architects Corps (CICA) and budget planning. The objective was clear: better coordination of actions and harmonization of methods.

On the third day, the Director General of MICT, Pierre Canisius Guignard, recalled the importance of retirement: « This retreat will greatly contribute to a better quality of the Department's activities and programs. ». Participants set priorities and clarified the mechanisms for action.

At the end of these three days, the CSD will return with a team and a clear vision. The December 2025 session in Jacmel will complete this cycle and turn decisions into concrete actions at the service of local and regional authorities.
