Qatar promises $44 million to Haiti: between hope and uncertainty

Port-au-Prince, November 11, 2025.- On an official mission to Doha from 31 October to 9 November, the President of the Transitional Presidential Council (TPC), Laurent Saint-Cyr, announced that the Qatar Fund for Development (QFFD) has committed to release $44 million for Haiti. This funding would include housing for police and internally displaced persons, the health and entrepreneurship of young people, but the modalities remain unclear.

Laurent Saint-Cyr participated in the Second World Summit for Social Development, held from 4 to 6 November in Doha. Following the visit, he announced that QFFD had pledged $44 million in funding for Haiti.

A press briefing was held on Monday, November 10, at Villa d'Accommodation, where Saint-Cyr presented the results of his visit. He said Qatari engagement would cover several sectors: housing for law enforcement and displaced persons, health support, and support for young entrepreneurs.

During its meeting with Qatari Prime Minister Mohammed bin Abdulrahman Al-Thani, also President of QFFD, Qatar expressed its willingness to support the restoration of security in Haiti and to support the future Gang Repression Force (GRF), approved by the United Nations Security Council.

The Haitian government stresses that this mission is part of a humanitarian crisis aggravated by the passing of Hurricane Melissa, and that the visit aimed to « intensify diplomatic efforts ». However, no official QFFD document yet specifies the disbursement schedule, the management method or the exact beneficiaries in Haiti.

This announcement comes at a critical time for Haiti, faced with insecurity, poverty and massive population displacement. If the $44 million pledge materializes, it could represent significant support for strategic areas. But between promise and achievement, everything will depend on the ability of the Haitian authorities to guarantee transparency, efficiency and rigorous monitoring of Qatari engagement.
