Delmas, September 6, 2025.– The Director General of Civil Protection, Emmanuel Pierre, presented the new directions of the National System of Risk and Disaster Management (SNGRD). Invited to the section Le Point sur Télé Métropole, on Friday 5 September, he announced the launch of simulation exercises (SimEx) in the South-East, notably in Jacmel, Marigot and Banet, on 6 and 8 September.

The NHRMS was created in the late 1990s with CPB to coordinate disaster prevention and response. Since 2001, Civil Protection has expanded its activities nationwide, strengthening the communal committees. In 2025, under Emmanuel Pierre, the focus was on prevention, pre-positioning of stocks and community preparation.
The Civil Protection DG stated that the National Risk and Disaster Management System (NDRMS) was established in the late 1990s in collaboration with the Directorate General for Civil Protection (DGPC) to ensure effective coordination of disaster prevention, preparedness and response efforts. Since 2001, the DGPC has progressively extended its interventions to the national level, notably by strengthening local structures through the establishment and support of the Community Risk Management Committees, which are at an advanced stage.
The 2025 plan in question provides for the establishment of emergency stocks, mitigation work such as channel curing, strengthening of communal committees with training and equipment, and improving the transmission of alerts through energy and tablets. The partnership with OFATMA ensures volunteers, and simulation exercises in Jacmel, Marigot and Banet will test alert, evacuation and operational coordination.
Emmanuel Pierre recalled that the most critical period of the cyclonic season extends until November, stressing the importance of constant vigilance on the part of the population. With this in mind, the 2025 Plan and the recently launched simulation exercises (SimEx) aim to strengthen national capacities for disaster preparedness, response and coordination. The aim is to anticipate risks, involve local communities and minimize human and material losses.
