Port-au-Prince, August 27, 2025.- Former Mayor of Carrefour and former President of the National Federation of Mayors of Haiti (FENAM), Jude Édouard Pierre, as well as former Mayor of Cité Soleil, Jean Hislain Frédéric, were charged by the investigating judge Paul Éronce Villard for corruption, money laundering, financing of terrorism and illicit enrichment. On the basis of a report by the Central Financial Intelligence Unit (UCREF), warrants were issued against them, as part of an emblematic investigation into the fight against impunity and bad governance in Haiti.
According to a judicial source, the investigating judge held several heavy charges against the two former municipal elected officials. The charges concerned, inter alia, suspicious financial movements, suspicions of embezzlement of public funds and abuse of positions in the performance of their duties.
This decision is part of a context where the fight against corruption is a priority for the Haitian State and its international partners. Civil society and the media are following this case closely, considered a major test for the credibility of Haitian justice in the pursuit of corruption.
Many observers point out that this charge is a strong signal to public officials. The people now expect these procedures to lead to concrete sanctions, in order to curb impunity and increase transparency in public administration.
