Joseph Jouthe breaks the silence: explosive revelations about BSAP, gangs and weapons seizures

Former Prime Minister Joseph Jouthe

Port-au-Prince, December 8, 2025.- Invited to Panel Magik this Monday, December 8, 2025, former Prime Minister Joseph Jouthe delivered a series of striking statements. He claims that the expansion of the Protected Areas Security Brigade (PASB) results from a « overflow » The report states that the number of armed gangs in the country has increased, and that more than 400 weapons seized under its administration have increased. « extinct in nature ». He also refers to internal leaks to the Superior Police Council (CSPN), customs manipulations and the role of political actors in the protection of criminals.

BSAP: Unplanned drift and institutional vacuum

For Joseph Jouthe, the uncontrolled expansion of BSAP is not the result of a thoughtful strategy. « It's an overflow. », he judges. He recalls that this force is not the responsibility of the National Police of Haiti (PNH) or the Armed Forces of Haiti (FAD) but of the Ministry of the Environment, and that it was originally created to protect protected areas, like a specialized police.

The former Prime Minister, also passed by the Ministry of the Environment, claims that this position outside the control of traditional security institutions facilitated the observed drifts.

« Haiti had 300 deciquats » : the rise of gang leaders

Joseph Jouthe described the country as a fragmented territory at the time he ruled the Primature. « Izo was a cacic; Ti Lapli was a cacic; Krisla was a cacique; even the customs was a caciquat », he said, establishing a historical parallel with the five caciquats tainos. He admits that he underestimated the gang federation, which has become « a force of unsuspected power ».

More than 400 weapons seized... then disappeared

The former head of government reveals that 16 seizures of weapons, representing about 300 calibres, were carried out during his term of office, mainly in Saint Mark, and that the total number of weapons confiscated exceeded 400 pieces. But the rest is even more worrying: « All these weapons have been found in nature, and even the authorities who have seized them are unable to tell where they are. » He also claims that smugglers were systematically released: « By whom? I don't know. », he says.

Internal leaks and political protection of criminals

Jouthe said that confidential instructions given at the FSCN meeting were recorded and then passed on to gang leaders. He admits he never identified the mole.
On Magalie Habitant, imprisoned today, he is categorical: « Everyone knows that she was at the service of some authorities and that she was not acting alone. »

Saint-Marc Customs: restriction, no closure

Responding to a controversy, he said that he had never closed the customs offices in Saint-Marc, but only imposed that personal effects be cleared elsewhere. The measure was intended to reduce the entry of weapons, given the large number of seizures at that port.

Joseph Jouthe recalls, however, that as president of the CSFN, he could not « give no direct order to troops ».
