Jacmel: A member of the 2025 Carnival Committee arrested for hijacking more than one million gourdes

On Thursday, September 18, 2025, the South East Police arrested Jules André Jean Pierre, deputy head of the artistic commission of the Jacmel National Carnival Management Committee, this year. He was arrested following a mandate to bring a complaint of abuse of trust, misappropriation of funds and association of criminals.

According to the newspaper Le Nouvelliste, this decision follows complaints from Frantz Magellan Pierre Louis, coordinator of the committee, and Pierre Paul Ancion, departmental director of South-East Culture.

Due to the lack of legal formalities allowing the management committee to receive directly the grants from the Ministry of Culture and Communication, Illrique Perrin, dit Fouki Foura, head of the artistic commission, and Jules André Jean Pierre, also president of the Association Jacmélienne pour la promotion de l'artisan haïtienne (AJAPAH), were allegedly charged with managing part of the funds intended to organize the festivities.

According to Frantz Magellan Pierre Louis, Jules André Jean Pierre received eight million gourdes, of which six million five hundred thousand were returned to the treasurer of the committee, Sony Mante Mardy. However, one million five hundred thousand gourdes are still missing. The respondent is accused of lending this money to individuals for interest.

Currently in custody at the Commissariat de Jacmel, Jules André Jean Pierre must be heard in the coming days. A warrant was also issued against Ilrique Perrin, still wanted by the authorities.
