Washington, November 5, 2025. – At a meeting with the member States of the Organization of American States (OAS) on Wednesday, Secretary General Albert Ramdin presented an update of the road map for stability and peace in Haiti, calling for urgent mobilization to support the Haitian people, restore stability, strengthen democracy and revive hope.
The multidimensional crisis in Haiti, marked by continued insecurity, institutional fragility and uncertainty in the electoral process, remains at the centre of international concerns. The Secretary-General of OAS presented an update of the road map, structured around three priority areas: strengthening security, political dialogue and governance beyond February 2026, and preparations for the electoral process. This new step aims to improve coordination between Haitian and international actors to deal with the urgency of the situation.
The update places a strong emphasis on the security issue, seen as the sine qua non for any progress in other areas. The Secretary-General stressed the urgent need to restore order, calling for better operational coordination, strict monitoring of the actions of the multinational security support mission (also known as the gang law enforcement force), as well as immediate logistical and financial support.
The second component of the update focuses on inclusive political dialogue and sustainable governance. The OAS document states that this pillar, entitled « Political Consensus and Governance »Its objective is to prepare a legitimate institutional architecture beyond February 2026. The Secretary-General therefore invited Member States to provide technical support for the dialogue involving the Government, political parties, civil society, youth and women, while encouraging active anticipation of the post-February 2026 period.
The Secretary-General also stressed the crucial importance of supporting the electoral process in Haiti, which was seen as a central lever for restoring the legitimacy of institutions and the confidence of the people. The pillar « Electoral Process and Institutional Legitimacy » The roadmap provides technical and logistical support to ensure free, transparent and well-prepared elections. He warned, however, that without minimum security conditions and credible governance, these elections could prove ineffective, if not counterproductive, by aggravating the crisis rather than resolving it.
This update of the OAS roadmap sounds like an urgent reminder: time is running out. The message is unequivocal: the international community and Member States must act quickly, in a coordinated manner, to support Haiti. Security, governance and elections are inseparable pillars; They must move forward together to enable the country to regain stability, democracy and hope.
