Haiti in the face of insecurity: Caricom supports UN strengthening project

 

Georgetown, September 8, 2025.- Caricom supported the UN Security Council draft resolution for the deployment of an enhanced security force in Haiti. This initiative comes as the country faces a serious security crisis, marked by the domination of armed gangs in several territories.

The Caribbean Community (CARICOM) encouraged the adoption of the draft resolution submitted by the United States and Panama to the United Nations Security Council, aimed at strengthening security in Haiti. The project endorses the recommendations of the UN Secretary-General, António Guterres, and provides for the creation of a « Gang law enforcement force » and a United Nations Support Office in Haiti.

The project includes a maximum force of 5,500 troops with a robust mandate to replace the Multinational Security Support Mission (MSS), currently limited to less than 1,000 members for funding reasons. The Support Office will provide logistical and operational support.

Since January 2025, armed gangs have increased attacks: between 400 and 500 people were killed in Kenscoff, houses and vehicles were burned down in late August, and the city of Saut-d'Eau and 90 per cent of Mirebalais territory remain under the control of armed groups. The Caricom urges the Security Council to consider the dramatic situation of the Haitian population.

Adoption of the draft resolution could provide a glimmer of hope for the Haitian people. However, in view of the many previous missions that have never produced lasting results, it remains legitimate to ask whether this new initiative can really change the situation and restore long-term security in the country.
