Haiti-Criminality : The MJSP orders the freezing of funds of people sanctioned by the UN

Port-au-prince, 11 June 2025. Under the direction of the Ministry of Justice and Public Security, the Commissioner of Government at the Court of First Instance of Port-au-Prince, Mr. Frantz Monclair, has frozen the bank accounts of individuals sanctioned by the United Nations.

At a press conference on Tuesday, 10 June, Mr. Frantz Monclair confirmed that he had sent correspondence to the Anti-Corruption Unit (ULCC) and the Central Financial Intelligence Unit (UCREF) requesting a financial investigation into the individuals concerned and their accomplices for money laundering, terrorist financing and the proliferation of weapons of mass destruction.

The Public Prosecutor ' s Office is now instructed to bring public proceedings against all persons involved in trafficking. For, he recalled, UN resolutions are binding on the Haitian state, as a founding member of the United Nations organization.

According to the Commissioner of the government of Port-au-Prince, this prosecution concerns only those who are sanctioned by the UN Security Council including gang leaders Johnson André said Izo, Renel Destina said Ti Lapli, Jimmy Cherizier said Barbecue, Wilson Joseph said Lanmò San Jou, Vitelhomme Innocent, Luckson Elan and former MP Victor Prophane.

In addition, Monclair said that the Haitian justice has requested from the Canadian and American authorities, since March 21, 2025, the disclosure of the evidence and evidence collected related to the regime of bilateral sanctions adopted against these notorious bandits who fire, loot and kill with impunity in Haiti.
