Financial crimes and gang support: Haitians extradited or deported will be arrested, warns MJSP

 

Port-au-Prince, 28 July 2025.- The Ministry of Justice and Public Security (MJSP) announced last weekend the implementation of new strict provisions concerning the treatment of Haitian nationals subject to deportation, extradition for financial crimes or their alleged involvement in activities of armed groups in Haiti.

 

In an official note, the MJSP states that a protocol has been established to frame these cases. This document, signed by Minister Patrick Pélissier, states that any person concerned will be immediately handed over to the Government Commissioner upon arrival on Haitian territory, then detained at the Central Directorate of the Judicial Police (DCPJ) or in another appropriate centre.

 

The Commissioner will be required to promptly prepare a file for transmission to the investigating firm. It will also have to work closely with the institutions specialized in the fight against corruption and financial crimes (such as the Central Financial Intelligence Unit (UCREF), the Anti-Corruption Unit (ULCC), the Bureau of Financial and Economic Affairs (BAFE) and the General Inspectorate of Finance (IGF)) to provide the investigating judge with any new relevant information during the investigation.

 

This initiative comes as the United States has confirmed the imminent expulsion of Haitian citizen Pierre Réginald Boulos. According to a note from the United States Embassy, he had concealed sensitive information in his asylum application, including his alleged involvement in violence and support for armed gangs. His return to Haiti will be followed by a direct surrender to the ULCC, in accordance with the protocol in force.

 

The United States authorities reaffirm their commitment to combating migration fraud and criminal complicity, in cooperation with Haitian institutions.
