Paris, September 8, 2025.- The government led by François Bayrou was overthrown by the National Assembly on Monday, September 8, 2025, with 364 votes against and 194 votes in favour. This is the first time under the Fifth Republic that a vote of confidence fails, forcing the Prime Minister to submit his resignation to President Emmanuel Macron.
The National Assembly rejected the vote of confidence requested by Prime Minister François Bayrou and despite a budget savings plan of 44 billion euros, the government did not convince the majority of the deputies and this rejection marks a historic turning point for the Fifth Republic
Of 577 MPs, 364 voted against, 194 in favour and 19 abstained or did not participate and the reasons for the rejection included opposition to the economic plan, criticism of Bayrou's unilateral method and dissatisfaction with all parliamentary blocs.
In the meantime, Marine Le Pen calls for the dissolution of the assembly, while Jean-Luc Mélenchon talks about « popular victory » and Gabriel Attal calls for dialogue and compromises and on the economic level the government deficit reached 5.8% of GDP and the French sovereign note could be revised on 12 September 2025 with an impact on the cost of borrowing the state.
The fall of the Bayrou government opens a period of political and economic uncertainty and Emmanuel Macron will have to appoint a new Prime Minister capable of gathering a majority and presenting a credible budget in the coming weeks.
