Jacmel, 19 January 2026.- As the term of office of the Transitional Presidential Council (CPT) closes on 7 February 2026, several organisations propose solutions to avoid an institutional vacuum. The Regional Coordination of South-East Organizations (CROSE), accompanied by socio-political organizations and civil society in the South-East and the Great South, suggests a bicephalous executive: a government of 12 members representing the country's departments.

At a press conference, CROSE and its allies presented their proposal to replace the CPT. According to them, the President to succeed the CPT should come from the Court of Cassation. He would lead the country alongside a consensus head of government, supported by a council of 12 ministers.

Title « Territorial awakening »The paper focuses on departmental representation within ministries and provides for the establishment of a supervisory body integrating the different regions of the country. The main mission of this transitional government would be to hold general elections and hand over power to democratically elected authorities on 7 February 2027.

In addition, a change of speech by Councillor-President Leslie Voltaire should be noted. While he had initially confirmed the unconditional departure of CPT members at the end of the transition, he qualified his position this Monday. According to several sources, during discussions with political parties to prepare for the post-CPT, Leslie Voltaire indicated that the Council would no longer leave power entirely, but rather consider a reduction of its members to three or five in order to continue the transition.
