2.6 billion for Haiti: an international plan to respond to the humanitarian emergency

 

Washington, 20 August 2025.- OAS, UN and CARICOM presented a road map estimated at $2.6 billion to help Haiti overcome an unprecedented security and humanitarian crisis. The plan, which runs from 2025 to 2028, puts security and governance at the centre, with the aim of holding free elections by February 2026.

This Wednesday, before the Permanent Council, the Secretary General of the Organization of American States (OAS), Albert Ramdin, unveiled a joint strategy with the United Nations and the Caricom to stabilize Haiti. Nearly 4.7 million Haitians suffer from food insecurity, while gangs control nearly 90% of Port-au-Prince, causing more than 5,600 deaths in 2024 and the displacement of 1.3 million people.

The road map envisages the creation of a tripartite coordination mechanism led by OAS, UN and Caricom, supported by the Group of Friends of Haiti and other international forums. It could be strengthened by the appointment of a special representative.

Five priorities structure this plan:

1. Restoring security through the restructuring of the National Police, reform of the judicial system and dismantling of criminal economies;

2. Supporting the political transition towards stable and inclusive governance, with a new constitution;

3. Ensure free, fair and transparent elections by February 2026;

4. Responding to humanitarian emergencies, while more than 60 per cent of the population does not have access to safe drinking water and less than 25 per cent of health centres operate in critical areas;

5. Relaunch basic services and strengthen agriculture in response to climate challenges.

Estimated at $2.6 billion, funding will need to be provided collectively by member States and international partners. « Haiti needs help, and we need to provide it to him. », insisted Albert Ramdin, calling for urgent and coordinated mobilization.
