Capacity building of Municipal Security Councils, South East follows suit

Jacmel, August 30, 2025.- The National Federation of Mayors of Haiti (FENAMH), with the support of the Ministry of Interior and Territorial Communities (MICT), launched, on Friday, August 29, 2025, in Jacmel, a series of trainings for members of the Municipal Security Councils (CSM). The initiative started in the South East before being extended to the rest of the country.

The official launch was attended by representatives of six communes in the department: Jacmel, Cayes-Jacmel, Marigot, La Vallée, Banet and Côtes-de-Fer. Next Monday, the course will be set on the four municipalities of the arrondissement of Belle-Anse.

In his speech, the president of FENAMH, Denoil Antenor, also mayor of Belle-Anse, each Municipal Security Council brings together several strategic actors: the mayor or mayor of the municipality, the deputy delegate of the district, the head of the Office, the justice of the peace and civil protection.

The objective is to create a space for local security coordination and coordination, bringing administrative, police and judicial authorities closer to the realities of the communities. Once the training is completed, the official installation of the members of the CMS will be carried out in the presence of the departmental authorities.

Faced with the worsening security climate in other cities across the country, the establishment of Municipal Security Councils is an important step towards strengthening local governance and security management. However, the experience in the South-East is conclusive and should gradually extend to the Great South and then to the entire national territory.
