Port-au-Prince, November 12, 2025.– While several public institutions are regularly accused of favouritism, the Ministry of Planning and External Cooperation (MPCE) chooses competence to improve institutional performance and promote innovation, fairness and transparency.
In an official communiqué dated 11 November 2025, the MPCE announced the promotion of two executives within the Human Resources Directorate (HRD), following an internal call for applications based on performance evaluation.
Under the leadership of Minister Ketleen Florestal, the department is clearly demonstrating its commitment to building a more effective, inclusive and results-oriented administration.
Saradienne Bourjolly, appointed Director of HRD, will be responsible for modernizing personnel management, including through digitization of archives and career monitoring. Jackenson Louis, promoted Head of Service, will support him in improving the management of records and the quality of services provided to employees.
