Anti-gang operations: the HNP denies any political intervention and announces a general offensive

Port-au-Prince, November 17, 2025.- The Deputy Director of Communication of the National Police of Haiti (PNH), Michel-Ange Louis Jeune, said this Monday, November 17 on Magik 9 that the operation conducted in Croix-des-Bouquets had been planned for several weeks, thus rebutting the accusations that it would aim to protect a company owned by André Apay. He also announced the continuation of a series of offensive operations in several gang fiefs in the capital, stating that a raid of the DCPJ will take place at the d'Apay factory, following the broadcast of suspicious videos on social networks.

The police officer stressed that intervention against armed groups in Croix-des-Bouquets was in no way improvised or dictated by political considerations. According to him, the operation is part of a broader strategy to weaken gangs operating in various neighbourhoods of Port-au-Prince.

Responding to the many speculations, Michel-Ange Louis Jeune categorically denied that the mission had the objective of protecting the interests of businessman André Apaid. However, he confirmed that a descent of the DCPJ would be carried out at the factory concerned, following the publication of videos showing bags allegedly filled with narcotic drugs and human remains. « The PNH took note of the accusations of gang leader Lanmò 100 », he said.

The Deputy Spokesperson indicated that the HNP is now fully engaged in an offensive phase. Operations are ongoing or planned in several areas under the control of armed groups, including Simon-Pélé, Village Solidarité, Mirebalais, Croix-des-Bouquets, among others.

Despite the complexity of the security context, Michelangelo Louis Jeune was optimistic, saying that there is a « light of hope » for the coming weeks. The HNP remains committed to « dislodge and prosecute gangs until their last cutoff », a dynamic which he believes could improve the security situation by the end of the year.
