On 14 November 2025, the Ministry of Interior and Territorial Communities (MITT) closed the National Forum of Delegates, Deputy Delegates and Secretaries-General, organized under the theme: « Piloting government action in the territories in times of crisis ». For three days, departmental representatives were trained, equipped and heard on obstacles to the effective implementation of their mission, in a context of security, institutional and socio-economic crises.
Held at the Karibe Hotel, the Forum brought together several senior government officials, including the Minister of the Interior, Paul Antoine Bien-Aimé, Prime Minister Axène Joseph's Chief of Staff, as well as representatives of OMHR, Civil Protection and the Local Governance and Territorial Development Support Project (AGLTD). The central objective is to strengthen the competence of delegates for more effective representation of the executive in departments and districts.
During the workshops, participants benefited from technical expertise and experience sharing provided by experienced public administration executives. They also exposed the structural difficulties they face: lack of resources, increasing insecurity and weak authority. These constraints, they say, seriously hamper their ability to lead government action on the ground.
The MICT welcomed the commitment, active participation and sense of duty of delegates and vice-delegates, ensuring that the grievances raised would be addressed. The Ministry is committed to continuing institutional strengthening efforts, in collaboration with the MEF and the Prime Minister's Office, in order to modernize the working conditions of deconcentrated State structures.
At the closing, Minister Beloved recalled the crucial role of delegates in the administrative deconcentration, the fight against insecurity and the support of electoral institutions for the upcoming elections. For his part, Axène Joseph stressed the strategic importance of these territorial representatives for the stability of local governance, welcoming the success of this initiative, supported by UNDP.
