Port-au-Prince, 10 October 2025.- In a country facing multiple administrative and security challenges, the modernization of public administration has become a priority. At the head of the Directorate of Immigration and Emigration (DIE), Antoine Jean Simon Antoine Fénélon stands out for his determination to bring this strategic institution into a more transparent, efficient and citizen-centred era of digital management.
Since taking office, the Director-General has expanded concrete initiatives to improve the quality of services provided to the population. Through a clear vision and pragmatic leadership, the DIE has launched a number of digital tools to reduce bureaucracy, reduce document fraud and increase user confidence in migration procedures.
Key measures include:
– the online passport pre-application, which now allows citizens to start the application process on the Internet before going physically to an office;
– the establishment of a secure digital portal, offering users the opportunity to monitor their files in real time;
– an interconnected document verification system, developed in collaboration with the Directorate General of Taxes (DGI), the National Identification Office (ONI) and other public entities. This integrated approach aims to effectively combat fraud and ensure reliability of data.
Under the leadership of Antoine Jean Simon Fénélon, the DIE is also moving towards better training of its staff, with regular workshops on cybersecurity, data management and public reception. A mobile application is also being developed to make services even more accessible, especially to young people and members of the diaspora.
Through a micro-trotter in several DIE offices, citizens welcome these significant advances, which they believe are not only technical. They are, they say, a clear commitment to modernising public governance and to breaking with an image long associated with inefficiency and administrative burden.
