In a note published this Tuesday, August 4, 2026, the Ministry of National Education and Vocational Training (MENFP) recalls the principle of free schooling in all national pre-school schools and the first two cycles of basic education. As such, no public institution is permitted to charge fees for registration, re-registration, operation, equipment or any other financial contribution from parents or guardians.
However, a single contribution of up to 1,500 gourdes per pupil is permitted for students in the third basic cycle and public high schools. This amount must be spent exclusively on maintenance of school infrastructure, cleanliness of premises and basic operating expenses not covered by the MENFP. No other fees may be claimed during the academic year.
The MENFP requires transparent management of these contributions. Each payment must be accompanied by an official receipt, while the accounting records must remain accessible to the control services. The departmental education directorates, inspectors and administrative authorities are responsible for ensuring the implementation of these measures. Any person who contravenes these provisions will be subject to disciplinary and administrative sanctions.
