Port-au-Prince, December 20, 2025.- Between December 17 and 19, several major decrees and decrees were published in special issues of the Haitian official newspaper "Le Moniteur". These include the organisation of the High Court of Justice, defence procurement, a series of diplomatic appointments, as well as decisions relating to national identity and public utility.
On Wednesday, 17 December, two structuring decrees were made public. Special N°68 establishes the organisation and functioning of the High Court of Justice, thus strengthening the institutional architecture of the country. Specialty No. 68-A establishes special rules and procedures for public defence and national security procurement, in a context marked by security issues.
Thursday 18 December was devoted to a series of diplomatic appointments (Specials Nos.69 to 69-C). Haiti has appointed new ambassadors to the Bahamas (Dern Jovens Bonhomme), OAS (Jean Josué Pierre), Ecuador (Guerda Benoit) and South Africa (Jean Robert Pillard), confirming the authorities' willingness to strengthen the Haitian diplomatic presence on the regional and international scene.
Finally, on Friday 19 December, Special No. 70 specifies the procedures for implementing the decree on the Unique National Identification Number and the National Identification Card. Numbers 70-A and 70-B declare several properties, notably in Pétion-Ville and along strategic roads in the North, to be of public use for administrative and infrastructure projects.
All these acts are signed by the members of the Transitional Presidential Council, marking a dense and structuring regulatory sequence for the governance of the country.
