Port-au-Prince, September 9, 2025.- In the face of the political and security impasse,« Initiative of 24 April » position as an alternative to the Transitional Presidential Council (TPC). This grouping of some 30 political parties, organizations and civil society figures unveiled a transition governance plan chaired by the Court of Cassation and led by a consensus prime minister. Objective: To restore state authority, secure the country and hold credible elections within 24 months.
Invited to Panel Magik on Tuesday 9 September, one of the initiators, Nody Guerrier, confirmed that the initiative intends to break with a system marked by corruption, social exclusion and armed violence. Presented last May at the Hotel Montana, the process has received the support of figures such as former Prime Minister Jean Michel Lapin, former Senator Jean Renel Sénatus, former Coordinator of the National School Canteens Programme (PNCS), Djina Guillet Delatour, and Eslhomme Raymond de Debout Citoyen.
The diagnosis is severe: simultaneous collapse of public order, institutional paralysis, ruined economy and territory largely controlled by armed groups. Faced with this chaos, the promoters call for a re-foundation of the state on democratic, ethical, inclusive and sovereign bases.
The 17-page plan is based on eight strategic areas: total Republican security, establishment of a Truth and Justice Commission, citizen oversight body, economic recovery and land use planning, institutional and legislative reforms, humanitarian response, increased participation of the diaspora and social forces, and finally, organization of free and inclusive elections.
« These are no longer superficial reforms, but a national leap forward to rebuild the state. », insists Mr. Warrior. Their 24-month calendar provides for the rapid establishment of a government of public salvation, followed by security of the country, structural reforms and transparent elections to give the people the floor.
