Port-au-Prince, August 22, 2025.- The Director of Immigration and Emigration, Antoine Jean Simon Fenelon, announced that his institution had issued nearly 60,000 passports between February and August 2025 only to Haitian nationals living abroad, including more than 28,000 in the Dominican Republic alone. It also calls for the extension of the presence of the DIE at all border points in order to better control migration flows.
Invited to the show Dekante on Radio Télé Ginen this Friday, August 22, the director of Immigration and Emigration, Antoine Jean Simon Fenelon, provided details of the mission and achievements of the Institution he leads. Reporting to the Ministry of Interior and Territorial Communities (MITT), the DIE is not limited to the issuance of travel documents: it also has the task of controlling migratory movements throughout the territory.
The DIE is present in the country's ten geographical departments and currently has four official posts on the Haitian-Dominican border: Ouanaminthe, Malpasse, Belladère and Anse-à-Pitre. The Director stated that he had submitted recommendations to the government to ensure that the Institution was represented at all border points, a measure which he considered essential for better regulation of migration flows.
Mr. Fenelon also said that Cubans are the most common category of foreigners in Haiti. However, he pointed out that they are largely in good standing, holding either a residence permit or a valid visa.
Passports: an accelerated response to high demand
Haiti has two passport customization centres: one in Haiti and the other in Washington, D.C., designed to meet the needs of nationals living abroad.
Upon his arrival at the head of the DIE, the Director said he had found a strong international demand for passports. Thanks to the efforts of his team, approximately 60,000 passports were issued in six months, of which more than 28,000 were sent to Haitians living in the Dominican Republic.
The official assured that all passport applicants in the Dominican Republic have received their document, and that now new applications are processed « with serenity ».
Finally, Antoine Jean Simon Fenelon reaffirmed the DIE's desire to reduce processing times so that each applicant could obtain his passport « in record time ».
