Port-au-Prince, November 1, 2025.- Under the patronage of the Presidency and the Primature, the Ministry of Justice and Public Security (MJSP) launched, on Saturday, November 1, 2025, at the Karibe Convention Center, the capacity-building programme for political parties. Designed to revitalize Haitian democratic life, however, the event was darkened by an incident targeting Minister Patrick Pelissier and Councillor-President Emmanuel Vertilaire.
As part of the political transition in Haiti, the Ministry of Justice and Public Security (MJSP), acting under the patronage of the Presidency and the Primature, officially launched the capacity-building programme of political parties. The ceremony was attended by members of the Transitional Presidential Council (CPT), the Prime Minister, members of the government and the diplomatic corps, as well as key actors in civil society. This initiative marks a significant step in the government's desire to support political parties towards greater professionalism, accountability and democratic commitment.
The programme is structured around three strategic axes, each entrusted to a specialized Haitian institution: Centre for Development and Political Ethics Development (CPDEP) for internal governance and organizational cohesion of the parties; S.A. Growth Group for Financial Management and Resource Transparency, and DAGMAR S.A. for Communication and Use of Digital Tools.
To complement this, the Group of Support in Computer Science and Statistics (GSIS) presented a digital platform for the registration of parties and their members. This new tool, recognized as a major innovation, should allow for better traceability and a secure database, regularly updated.
It should be noted, however, that the ceremony was marked by an incident: some participants mocked Minister Patrick Pélissier and Councillor-President Emmanuel Vertilaire, causing discomfort.
The first formations began in November in three regional hubs, Port-au-Prince (I-West), Cap-Haitien (Grand Nord) and Les Cayes (Grand Sud), for more than a thousand politicians.
Despite the ambient tensions, the Program of Capacity Building of the Political Parties affirms itself as a structuring initiative in the Haitian democratic landscape. This mechanism, carried by the transitional government, focuses on training, transparency and institutional modernisation to accompany the emergence of a more competent and responsible political class. If the intention is welcomed, the success of the programme will depend on its ability to produce, on the ground, a real change in political culture, a prerequisite for consolidating the foundations of sustainable democracy in Haiti.
