On Monday, 3 August, the Prime Minister issued a circular to the heads of public administration institutions to ensure the implementation of the electoral decree of 2 June 2026, as amended on 2 July 2026, as well as compliance with the electoral calendar. Government departments and agencies are called upon to work closely with the Provisional Electoral Council (CEP) and to respond promptly to all its requests.
The Government also requires that institutions issue, within the prescribed time limits, all required certificates and documents to candidates in accordance with harmonized procedures throughout the country. Each administration should designate a focal point for relations with the CEP, establish a monitoring mechanism and ensure the rigorous and impartial implementation of electoral arrangements.
The circular also recalls the duty of neutrality incumbent on public officials during the electoral process. It prohibits the use of State resources for campaigning purposes and stresses that any offence is punishable by administrative and criminal penalties. The institutions concerned will also have to submit to the Primature a monthly report on the measures implemented.
