Contract CPS: Fritz Jean disavows the Presidency and denounces internal pressure at the CPT

Port-au-Prince, August 6, 2025.- The President of the Presidential Council of Transition (CPT), Fritz Alphonse Jean, publicly disavowed an official note published on August 5 by the Office of Communication of the Presidency concerning a controversial 27-year contract between the Haitian State and Caribbean Port Services (CPS). He denounced a unilateral act, legally unfounded, published under pressure, and called for a referral to the Court of Auditors for a proper examination.

The contract between the Haitian state and Caribbean Port Services (CPS), of an exceptional duration of 27 years, continues to cause turmoil within the CPT. On 5 August, the Presidency Communication Bureau confirmed in a note the holding of a meeting between members of the CPT and representatives of the CPS at the Villa d'Accommodation. Displayed objective: to clarify the terms of a long-term port management contract.

According to the note, the representatives of the CPS defended the legitimacy of the contract, invoking their status as « priority farmer » as well as significant investments in port infrastructure, requiring prolonged depreciation. They have assured that the contract is in conformity with the decrees governing the National Harbour Authority (AFN).

But the next day, the President of the CPT, Fritz Alphonse Jean, reacted vigorously. In a statement published on his X account, he stated that he had neither validated nor authorized the release of this note. He talks about content « partial, legally unfounded » and reveals that the document was published despite its written objections.

Even more serious, Mr Fritz Jean spoke of internal pressure and threats against the officials of the communications office, initially reluctant to publish the controversial note. He denounces an authoritarian drift within the Council itself.

Already, in a letter dated 9 July addressed to Prime Minister Alix Didier Fils-Aimé, Fritz Jean was outraged that he had not been informed of the renewal of the CPS contract. It required clarification and the transmission of contractual documents.

In his last exit, he now calls for referral to the Superior Court of Auditors and Administrative Litigation (CSCCA), considering that the CPT has neither jurisdiction nor legitimacy to decide on such a case. It warns against any attempt to usurp legal prerogatives and calls for transparent management of the case.

For Fritz Alphonse Jean, a commitment of nearly three decades of the Haitian state cannot be made without rigorous supervision, respecting the institutions and legal rules.
