Port-au-Prince, August 8, 2025.- After promising to « neutralize » armed gangs and to recover the « Lost Territories », Rameau Normil already gives up his chair as general manager a.i. of the National Police of Haiti. André Jonas Vladimir Paraison, former security coordinator of the National Palace, is installed this Friday, August 8, during a ceremony held at the Welcome Villa. This replacement, long murmured and supported by some members of power, comes in an increasingly alarming security environment.
At the time of its installation on 21 June 2024, Rameau Normil was confident that « the force of the law will silence the arrogance and terror of armed gangs ». Faced with an 80 per cent capital controlled by criminal groups, he made sure he wanted « restoring hope for a normal life » to the population. Its strategy was based on three pillars: men, means and a mission.
However, despite the integration of new police officers and the announcement of joint operations with the Multinational Security Support Mission (MMS), the situation has deteriorated further. Several areas such as Christophe Avenue, Pacot, Babiole, Kenscoff, Delmas 19 or Mirebalais are now considered as « Lost Territories », where the presence of gangs makes any movement risky, if not impossible.
At his first press briefing on 8 July 2024, Normil Rameau promised that « the time of the lost territories must be over ». But these commitments remained a dead letter, the mission announced remaining « ghost ».
The change at the head of the HNP, at the first Council of Ministers led by the new coordinator of the CPT, Laurent Saint-Cyr, reflects the impatience of the power in the face of a stagnant balance sheet. Jonas Vladimir Paraison, now Managing Director a.i., inherits an institution in crisis and a country where the reconquest of the national territory remains a huge challenge.
