Port-au-Prince, February 24, 2026.- Invited on Magik 9 this Tuesday, February 24, Renald Luberice, framework of the RED platform, provided crucial details on the « National Stability Pact ». Luberice, while breaking with the immobility of the Transitional Presidential Council (CPT), presents this agreement as a technical tool for harmonizing mandates and targeted constitutional reform. For the former Secretary-General of the National Palace, the urgency is to remove the country from the cycle of repetitive electoral crises through a minimum but solid consensus.
At the outset, Renald Luberice did not chew his words on the Transitional Presidential Council (CPT). According to him, the CPT did not demonstrate any real will to implement the major axes of the 3 April agreement, which made it necessary to sign the new Covenant. It defines the latter not as a mere political document, but as a restrictive and operational intervention programme designed to break the current impasse.
One of the points of tension identified during the interview concerned the logistical contradictions surrounding the electoral decree of 1 December 2025. Luberice points out that while the current text refers to this decree, it leaves the door open for necessary modifications to adapt it to new realities. The objective is clear: avoid the trap of elections every two years, a pace that the Haitian state apparatus can no longer sustain. « We need to harmonize our political times », he hammered, pleading for a « grooming » which does not simmer in ideological debates between presidential or parliamentary regimes, but which ensures the functionality of the state.
For the RED platform, the signing of the agreement is only the first step. Luberice now calls on the executive leadership, led by Prime Minister Alix Didier Fils-Aimé, to engage in rapid consultation with civil society. This dialogue should identify the points of convergence on the « parent law » to ensure a peaceful transfer of power to elected officials. « The ultimate goal is for elected officials to lead this country. »he concluded, recalling that the security and technical organization of the elections remain the only judges of the success of the Covenant.
