Pétion-Ville, September 22, 2025.- The Third Party Vehicle Insurance Office (OAVCT) celebrated its 58th anniversary at the Karibe Hotel in Petion City. The Director General, Pierre Jean Raymond André, presented the strategic directions of the institution to modernize its services, enhance transparency and contribute to public safety, while reaffirming the need to restore public confidence.
The Third-Party Vehicle Insurance Office (VAVTC) was founded on September 21, 1967. For nearly six decades, it has played a central role in the Haitian automotive sector, guaranteeing the civil liability of drivers and compensating the victims of accidents. Today, this mission remains essential in the face of the growing challenges of mobility and road safety in Haiti.
During the ceremony, the Director General, Pierre Jean Raymond André, presented the strategic axes of the Institution. The modernisation of services requires the digitisation of procedures, the forthcoming launch of a digital insurance card, regional interconnection and the creation of a modern call centre to improve access and quality of services. The opening of the OAVCT School will train and develop staff.
Remediation and transparency are another pillar of the strategy: the updating of the national database and rationalisation of expenditure are accompanied by strengthened monitoring mechanisms. Suggestion boxes will be made available for user feedback.
Finally, the contribution to public safety is reflected in the « Moto Pa m Legal »to regulate motorcycles and limit their use in criminal activities, thereby contributing to road and public safety.
The Director General stressed the importance of employee collaboration and user confidence, stressing that OAVCT must be modern, effective and credible.
Through these initiatives, the OAVCT intends not only to fulfil its legal obligations, but also to become an institution of which Haitians can be proud. Modernizing services, transparency and contributing to public safety are the pillars of this strategy.
