Tabarre, August 15, 2025.- As part of the strategic changes initiated since the appointment of André Jonas Vladimir Paraison as Director General of the National Police of Haiti (PNH), Inspector General Jean Maurest Étienne was officially installed as new Director of Personnel.
The award ceremony, chaired by IG Berson Soljour, Chief of Staff of the DG, was held on Thursday, 14 August, in a cordial atmosphere in the presence of several senior officials of the Institution. Mr. Étienne succeeds Inspector General Stanley Augustin as head of this strategic department.

Already familiar with this function, Inspector General Étienne was warmly welcomed by his colleagues, praised for his skills and professionalism. It takes over from the Personnel Directorate, a central unit of the PNH responsible for the recruitment, training, placement and administrative management of staff. — in a context of high insecurity and increasing human resource needs.
The new Director will have to tackle a number of priority areas: workforce enhancement, improved working conditions, quality of training, and the fight against corruption and favouritism in assignments and promotions.
It will also need to strengthen the social and psychosocial support of police officers, often facing traumatic situations. Due to its ability to combine administrative rigour, staff listening and institutional strengthening strategy, the IG Jean Maurest Étienne will be able to rely on his past experience as a lever to meet these major challenges.
