MENFP distributes permits to private schools and recalls rules for the 2025-2026 school year

Port-au-Prince, 27 September 2025.- On Friday 26 September 2025, the Ministry of National Education and Vocational Training (MENFP) handed over 52 operating permits and 44 management permits to private schools to Pétion-Ville. At the same time, it recalls, through recent circulars, that the cost of school contributions in public schools remains at 1500 gourdes for certain cycles and that all institutions, both public and private, must respect the school calendar, while several congregational schools have already preceded the official opening scheduled for 1 October.

On Friday, September 26, 2025, the MENFP officially distributed operating permits and operating permits to Petion-Ville. As many as 96 official documents were handed over to founders and pedagogical directors of private schools, in the presence of officials from 250 schools in 12 of the 16 districts of the Department of Western Education (DDEO). According to the Ministry, this initiative is part of a dynamic of good governance and of strengthening the quality of education. The distribution campaign should extend to other western districts as well as to the country's departments.

In a circular dated 6 August 2025, published on social networks, the MENFP recalled that school contribution costs remain at 1500 gourdes for students in the third cycle of basic and secondary education. These funds are intended to cover maintenance, painting, document production and other educational needs.
The Ministry points out that no contribution can be required from students in the 1st and 2nd cycles of the fundamental (1st to 6th grades), the State providing a direct allowance of 1000 gourdes per student. It warns those responsible against any undue expense, under penalty of disciplinary sanctions.

Furthermore, in a circular of 5 September, the MENFP recalls that the school year is maintained on 1 October 2025, in accordance with the communiqué of 7 August. All schools, public, private, community, Catholic, Protestant or autonomous, must strictly comply with this official calendar.
In particular, the institution insists on the legal obligation of private schools to comply with official directives. However, this measure has not been followed by certain congregational schools in the capital which have already started the courses, in violation of the instructions.

Finally, the MENFP calls for the understanding and collaboration of the entire educational community to ensure a successful, orderly and beneficial return to school for all students.
