Port-au-Prince, June 22, 2026.- As the end of the academic year approached, the National Institute of Vocational Training (INFP) made its voice heard. In its communiqué No. 3 dated 19 June 2026, the institution strongly recalls that participation in graduation ceremonies is purely optional. In the face of abuses by some private centres that require exorbitant US dollar fees and condition graduation for such payments, INFP announces strict sanctions and opens a registration register to accompany and certify directly the student victims.
The INFP expresses its outrage at the pressure exerted by several directors of private vocational schools on students from modest backgrounds. These centres impose unjustified graduation fees and threaten to retain the certificates of students who do not submit to them. For the regulator, it is inadmissible to block the diploma of a student who has already completed his education and passed his exams on the sole pretext that he did not pay a graduation party.
Qualifying these manoeuvres as « dishonest capitalist strategies » which depletes parents and pupils, the Directorate General of INFP is taking action. The institution undertakes to assess and issue certificates directly to students taken hostage by these institutions. To this end, a communication gateway and an official complaint register were established to identify victims and regularize their situation as soon as possible.
By this measure, INFP recalls that the Haitian state must face up to abuses and economic violence in all its forms in order to protect the rights of every citizen.
