Port-au-Prince, December 22, 2025.- Faced with the worsening of armed violence, food insecurity and forced displacement, the United Nations officially launched, on December 18, 2025 in Port-au-Prince, the Humanitarian Response Plan (HPR) 2026 for Haiti. With a budget of $880 million, the plan aims to support 4.2 million vulnerable people through emergency and stabilization interventions throughout the country, with a particular focus on the most affected areas.
The United Nations Resident and Humanitarian Coordinator in Haiti, Nicole Boni Kouassi, officially launched PRH 2026, calling on humanitarian, financial partners and the Haitian government to mobilize to preserve the lives and dignity of the affected populations. In her view, the humanitarian situation was at a critical level, marked by extreme violence and continued deterioration of essential services.
Today, 1.4 million people, or about 12 per cent of the population, have been forced to flee their homes due to violence by armed groups. At the same time, 5.7 million Haitians suffer from acute food insecurity, placing the country among the six areas most affected by hunger in the world. Health and education infrastructures are regularly attacked, increasing the vulnerability of communities.
The Humanitarian Response Plan 2026 provides multi-sectoral assistance including emergency food aid, access to health care, protection of women and children from gender-based violence, access to safe drinking water and sanitation, and support for internally displaced persons. In the departments of West, Central and Artibonite, interventions will aim to reduce immediate risks and stabilize families most affected by successive shocks.
In the relatively more stable regions of the Great South and the Great North, where many displaced persons have found refuge, the humanitarian response will focus on supporting local integration, reducing pressure on host communities and preventing social tensions, in coordination with development actors. By 2026, the United Nations intends to strengthen the link between humanitarian emergency and recovery, in order to maintain hope for the younger generations despite a protracted crisis.
