Tabarre, September 1, 2025.- Installed, this Monday, as new Director of General Intelligence (DRG) and Head of the C3i of the National Police of Haiti, Inspector General Carl-Henry Boucher returns to the front of the stage after having been indexed in the bloody failure of the operation of Village-de-Dieu in March 2021, which had cost the lives of at least five policemen. The findings of the internal investigation have never been made public.
On instructions from the Commander-in-Chief of the PNH, André Jonas Vladimir Paraison, Inspector-General Carl-Henry Boucher was installed this Monday at the head of the Directorate of General Intelligence (DRG) and the Centre for Command, Control, Communication and Intelligence (C3i). The ceremony was held at the HPFB in Clercine, in the presence of the IG Berson Soljour, Chief of Staff of the DG, who installed it.

Mr Boucher succeeds Inspectors General Prophet Joachim and Isaac Max Harry, respectively outgoing Director of the DRG and Head of the C3i. In his speech, the new incumbent thanked the police hierarchy for the trust placed in him and committed himself to directing « effective » These two strategic structures.
However, this appointment raises questions. Inspector General Carl-Henry Boucher had been the only person responsible for the HNP directly indexed after the failure of the operation of Village-de-Dieu on 12 March 2021, which had resulted in the death of at least five policemen. Placed in isolation and then subjected to protective measures while the General Inspectorate was conducting an investigation, it was eventually reinstated without the results of the investigation ever being published.
This lack of transparency continues to fuel the controversy surrounding his return to such a high-level position within the Haitian National Police.
