Port-au-Prince, July 9, 2025.- On Thursday, July 3, 2025, the Executive published in the official newspaper Le Moniteur the decree organizing a constitutional referendum. According to this text, citizens will be called upon to approve or reject the draft new Constitution, placing it at the heart of the political transition process.
The government is therefore moving towards holding this referendum despite the many criticisms surrounding the preliminary draft. Several voices denounce the exclusion of youth and various key sectors in its elaboration, as well as its unconstitutional character.
Prime Minister Alix Didier Fils Aimé has already begun consultations and preparatory meetings on the referendum and general elections. He recalled that the Political Agreement of 3 April 2024 remains the frame of reference for the current transition, and that it sets as a priority the organization of free, honest and democratic elections with the support of the Provisional Electoral Council (CEP).
Furthermore, the government, in partnership with the Transitional Presidential Council (CPT), reaffirmed its commitment to restore constitutional order and to guarantee the Haitian people its fundamental right to choose its leaders. The Prime Minister called for national unity, responsibility and patriotism.
A major question remains: will Haitians validate a Constitution whose origin is considered illegitimate by some and which was elaborated without the participation of key sectors? Ultimately, it will be up to citizens to decide.
